Position sticky element is moved when contained input is focused and the page has scroll bars

Reported by adamrac...@gmail.com, Feb 19 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Browser to http://mylibrary.io/#view/?userId=573d1b97120426ef0078aa92&tags=578c336769991ef9000feaff&search=qqqqq **AND** open the dev tools to force scroll bars
2. Click the input in the center of the page
3. Watch as the nav bar slides down a pixel or two

What is the expected behavior?
The moving should not happen. NOTE - this only happens when there are scroll bars on the page - be sure to open the dev tools, or size the window small enough to force scroll bars.

What went wrong?
The position:sticky bar at the top of the page moved down a pixel or two.

Did this work before? N/A

Sorry - need to use exact URL as from the original case

http://mylibrary.io/#view/?userId=573d1b97120426ef0078aa92&tags=578c336769991ef9000feaff&search=qqqqq

The url you were using had other position: sticky elements hanging around which somehow cause this bug to not materialize
