Position sticky element is moved when contained input is focused and the page has scroll bars

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36 Steps to reproduce the problem: 1. Browser to http://mylibrary.io/#view/?userId=573d1b97120426ef0078aa92&tags=578c336769991ef9000feaff&search=qqqqq **AND** open the dev tools to force scroll bars 2. Click the input in the center of the page 3. Watch as the nav bar slides down a pixel or two What is the expected behavior? The moving should not happen. NOTE - this only happens when there are scroll bars on the page - be sure to open the dev tools, or size the window small enough to force scroll bars. What went wrong? The position:sticky bar at the top of the page moved down a pixel or two. Did this work before? N/A Chrome version: 56.0.2924.87 Channel: stable OS Version: 10.0 Flash Version:

Tested on windows 7 , windows 10 using chrome stable M56 #56.0.2924.87 and followed the steps below : 1. launched chrome and navigated to given url in comment #0. 2. opened dev tools and clicked on input area of the website. 3.didnt observe any slidedown of the nav bar. Attached screencast for reference. @adamrackis-- Could you please check if we had missed any stesp in reproducing the issue and also help us by providing the screencast of the issue . Thanks!

Sorry - need to use exact URL as from the original case http://mylibrary.io/#view/?userId=573d1b97120426ef0078aa92&tags=578c336769991ef9000feaff&search=qqqqq The url you were using had other position: sticky elements hanging around which somehow cause this bug to not materialize

Tested in chrome # 56.0.2924.87 and Canary #58.0.3026.0 on win 10.0 & 7 and not able to reproduce the issue.Please find the screen cast for your reference. @ adamrackis: Could you please let me know if i have missed anything and if possible, Please create new profile without extension and apps.Re-check once and let us know the observation of the issue which would help us to triage the issue further.
