Address autocomple window jumps around the screen

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Type in the address bar
2. notice the autocomplete window bounce around

What is the expected behavior?
address bar autocomplete window should not randomly move around

What went wrong?
address bar moves after each keypress.  The attached shows how it moves position.  Incredibly distracting.

Did this work before? N/A 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

My computer has 125% Windows OS scale factor.  Setting to 100% fixes the problem.   So cause of issue is most likely:

That CL didn't "cause" the issue, it's a longstanding problem. It just made Chrome start correctly rendering HighDPI at 125% scale.
