PDF note rendering is clipped / occluded by the main page content bounding box

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9000.82.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36
Platform: 9000.82.0 (Official Build) stable-channel lulu

Steps to reproduce the problem:
1. Open a PDF with notes / comments in it, and where one of those notes is near the right-or-bottom edges.
2. Hover over the comment to try to read it.

What is the expected behavior?
Comment is fully rendered and readable.

What went wrong?
Comment is clipped by the bounding box of the PDF "paper".
