Focusing omnibox does not keep fullscreen toolbar visible

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.54 Safari/537.36 Steps to reproduce the problem: 1. Enter full screen 2. Turn off "Always show toolbar in full screen" 3. Focus the omnibox, either with Cmd-L or Cmd-T. What is the expected behavior? Focusing the omnibox should make the toolbar slide down and stay there. What went wrong? The toolbar slides down sporadically, but does not stay visible. Did this work before? N/A Chrome version: 57.0.2987.54 Channel: beta OS Version: OS X 10.12.3 Flash Version: I think this is a regression, but I'm not sure.

spqchan@: May be related to issue 689115 ? But I am unsure because this bugreport is reported for Chrome 57.

Able to reproduce this issue on Mac OS 10.12 using chrome Beta #57.0.2987.54. Tested on 57.0.2987.0 and 58.0.2988.0 and observed this issue is not seen on these versions. spqchan@ This issue is broken in M-57 branch builds, Could you please take a look in to it? Thanks!
