SSL Error for All Google sites

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Example URL:
google.com

Steps to reproduce the problem:
1. open any google sites
2. 
3. 

What is the expected behavior?
getting expected content from Google

What went wrong?
This site can’t provide a secure connection

ERR_SSL_PROTOCOL_ERROR

Did this work before? Yes the previous version

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

tried disable QIUC, cleared cache, checked firewall. nothing worked
