DevTools: confusing rendering of tab headers in TabbedPane.js

Issue description

Chrome Version: ToT (r451332 / 9622db880c5abd5dabad67c152f5146044bf4ede)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?

(1) Open DevTools
(2) Switch to Sources
(3) Fiddle with tabs

What is the expected result?

Only one tab header is rendered as active

What happens instead?

See screenshot -- multiple tabs have multiple non-default styles (some active, some selected).

Those a :hover styles. Seems like we have two distinct hovered elements.

More on reproducing it: just move along the tab strip a few times and some of them will eventually be stuck in 'hovered' state. Note blink actually presumes these to be hovered (see screenshot from devtools-on-devtools)

Not able to reproduce on Linux using ToT (crrev.com/d0698b23). Tried both content_shell and chrome targets.

Status: Unconfirmed (was: Available)
This wasn't correctly confirmed so marking as unconfirmed for another round of triage

@caseq can you try another build per #7, it's possible this regression was already fixed.

Status: Fixed (was: Unconfirmed)
Couldn't reproduce on ToT now, so I assume it's fixed, will re-open if it happens again.
