Please add GCI to serviceproviders.xml

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36
Platform: 9000.82.0 (Official Build) stable-channel kip

Example URL:

Steps to reproduce the problem:
1. Inserted SIM card from mobile carrier GCI into slot on Chromebook. Manually setting the APN to web.gci in the mobile data connection settings page does not result in connectivity.  
2. In the "crosh" terminal, I enter the command "set_apn web.gci -n 311370". This results in connectivity but does not persist after a reboot.
3. Inserting a SIM card from Verizon or AT&T results in immediate connectivity without the need to run any commands and persists after a reboot.

What is the expected behavior?
Ideally my Chromebook could use the GCI wireless network without any intervention from me.

What went wrong?
Since GCI only provides telecommunication services in Alaska, their settings have not yet made it into the serviceproviders.xml file. 

Did this work before? No 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 9000.82.0
Flash Version: Shockwave Flash 24.0 r0

Attached is a screenshot of the mobile networks settings from my android tablet. Also attached is my attempt at the code that should be entered into the serviceproviders.xml file to resolve my issue.

shill: cellular: add APN for GCI

This CL adds APN settings for GCI with the following MCC/MNC:
  310/430
  311/370
