Temporarily suppress DCHECK(!element_id_collision_detected) for SPV2

Per discussion in https://codereview.chromium.org/2698673007, we should temporarily suppress the crash in layer_tree_impl.cc until the real fix is implemented in  https://crbug.com/693693  which exacerbates the issues of  https://crbug.com/683774  and https://crbug.com/691154.
