Changing NonVirtual to include Tether seems to make sense in the context of NetworkListMd, after adding a Tether section to it (see: https://codereview.chromium.org/2701463003/). However, naively changing NonVirtual to include Tether may inadvertently change behavior in other places. Investigation is required to see if this change would be safe.
