Currently, LogDog Butler carries no configuration, requiring everyone to supply their own. Create a LogDog Butler instance that actually has hard-coded defaults specific to the Infra environment.

We can do this by creating an abstract shim around the basic Butler and building Infra's CIPD package version out of the "infra/tools/..." directory, populating that shim with sane defaults.
