Browser windows incorrectly inherit dimensions of app window

Issue description

Google Chrome 55.0.2883.105 (Official Build) (64-bit)
Platform 8872.76.0 (Official Build) stable-channel samus

My browser windows are incorrectly picking up the dimensions of my Secure Shell windows. I have Secure Shell set to "open as window".

1. Have one browser window open.
2. Open a tall, narrow Secure Shell window.
3. Resize the browser window to be wide.
4. Open a new browser window with Ctrl-N and see that it's also wide.
5. Close both browser windows.
6. Open a new browser window by clicking the Chrome icon in the app shelf.

The browser windows' dimensions should be completely independent of those of the Secure Shell app. In step 6, the new browser window should be the same dimensions as the browser windows that were open before. Instead, it's tall and narrow like the Secure Shell window.

I think I only see this when the only window that's open before I open the browser window is a Secure Shell one.

It is landed on M-58, and not merged to 56/57.
