Regression: Unnecessary spinner is seen in Google profile photo icon of Choose a picture screen.

What steps will reproduce the problem?
(1)Recover build >> Give valid email and password in sign in screen and click on next button
(2)Now Observe for unnecessary spinner icon in Google profile photo icon of 'Choose a picture to display for you account after sign-in screen' screen

Expected: No such spinner icon should be seen in 'Choose a picture to display for you account after sign-in screen' screen.
Actual:Unnecessary spinner is seen in Google profile photo icon.

Note: 
1.This spinner icon is not seen in Change picture overlay in chrome://settings or chrome://md-settings
2. It is only seen before signing into account after giving valid sign in details.

This is regression issue as no spinner icon is seen in 57.0.2987.54/9202.28.0 beta channel quawks.

This looks intentional - spinner shows while waiting for the profile pic to download.  tbuckley@ can you confirm?

Google profile photo icon doesn't load.Only spinner icon is seen.

While we were talking about using the UI from MD Settings, I don't think that's happened yet. @zalcorn, any thoughts what happened here? Part of MD OOBE work?

I believe we use the UI from old settings.

Colin - not strictly necessary for 58, but nice to have. Talk with alemate@ and see if MD settings could have caused this to break for us.

We need first to re-test this.
I reverted a CL for that screen that modified the code around profile image.
I this is probably fixed.

Cannot reproduce on a Link device, 58.0.3011.0/9287.0.0 dev channel. Fixed after reverting the CL.
