Regression: Unwanted 'Remove All' option available for single cookie in chrome://md-settings.

Issue description

Chrome Version: 58.0.3015.0 (Official Build) 2db168c3d25fe70212765f4b7404711031a8b827-refs/heads/master@{#451180}(32/64 Bit)

OS:  Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1, 10.12).

Steps to reproduce:
1. Launch Chrome, go to chrome://md-settings, access cookies from Content Settings.
2. Scroll down to 'All cookies and site data'.
3. Access the link with 1 or more cookie and access the link with only 'Channel ID' and observe 'Remove All' option.

Actual Result: Unnecessary Remove All option is seen for single cookie i.e Channel ID.
Expected Result: Remove option should be available for Single cookie.

This is regression issue broken in 'M 56' and will soon update the bisect info:

You are probably looking for a change made after 429391 (known good), but no later than 429392 (first known bad).

Note:Able to reproduce the issue in Ubuntu 14.04 Win 10.0 and Mac 10.12.3 and able to reproduce in latest canary #58.0.3015.0

Well, I see that Remove All button even though there are no cookies listed (but I'm sure there are cookies, I am logged in here&gmail at least! maybe a listing bug? not even cookie search shows any but Remove All Shown button is displayed)

If we change "Remove All" to "Remove" we will still have a Remove button right above an X button to remove the same object.

Alan, which of these is our best choice here:
A) leave the "Remove All" button in place when there is one item.
B) change "Remove All" to "Remove" if there is only one item.
C) Not show a "Remove All" or "Remove" button at all if there is only one item.

I suspect that it's just being super slow to render in this case, since cookies are expected here. Comment #2 is likely hitting this issue:
