VLC audio stutters every 5 secs while Chrome running

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Launch latest Chrome (and possibly Hangouts too)
2. Run VLC with a movie
3. The VLC audio will stutter every 5 secs

What is the expected behavior?
VLC movie audio never stuttered before but now it does

What went wrong?
VLC movie audio never stuttered before but now it does

Did this work before? Yes 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0

quantass@: Could you please confirm if the issue is still seen on the latest stable(56.0.2924.87) on your system. If yes, sign out and sign in back to your account and make sure all the extensions are disabled(except for defaults).

The issue persists even with the latest stable ( 56.0.2924.87 (64-bit))
installed.  I signed out and back in and the same problem still occurred.
I disabled all my extensions but left VideoStream and Hangouts enabled.
The problem persisted.  But then i DISABLED Google Hangouts (2017.110.418.3)
and the problem went away.  I re-enabled and eventually the problem
returned.  So far it seems the problem is with Google Hangouts.  I should
have guessed considering how sloppy that app is composed.

the issue was resolved after hangouts was disabled/closed.  however,
despite hangouts being closed right now the problem has returned.  Chrome
is still running though.  When the chrome process (all of them) are removed
then all is fine.

The problem still occurs -- while playing a video in VLC the sound cuts out every 5 secs for about 1 sec duration.  Sometimes when i close down both Hangouts and Chrome browser (not the many Chrome browser processes though, just the browser interface window (X)ing out) then the VLC audio is restored. At the moment this isnt working.  I not only must close Hangout outs and the Chrome browser window but must also close every Chrome.exe instance via Windows Task Manager

For the record im using Google Chrome (Windows): 61.0.3163.49 (Official) Beta (64-bit) and VLC 2.2.4 Weatherwax (Windows).  The current video within VLC is using Codec -- H265 // 1280x640 @ 24 fps || MPEG AAC Audio (Mp4a) // Stereo @ 48Khz // AAC Extension: SBR.

I've attached the Chrome Task Manager and Windows Task Manager at the time of the audio hiccups.

Sadly the problem is not consistent with the video being played.  It will just kick in for any video being played in VLC; once it starts hiccuping it just keeps going until Chrome/Hangouts are closed. I'll try to gather more clues.

Tested in chrome beta #61.0.3163.49 and Canary #62.0.3194.0 on win 7 and not able to reproduce the issue.

As per Comment#14 issue is not consistent.Adding related label for further triaging.

Some one from Internals>Media>Audio dev team, Could you please look in to this issue.

what VLC means? add dale in.
Does this not occur with Edge + VLC or Firefox + VLC? I'd be surprised if we're doing anything special which would tickle this, so I'd expect you're encountering a driver bug of some sort.

Have you checked to see if there are any driver updates for your audio?
reporter@, can you upgrade your audio driver to see if solve this problem? see c#12

no response from bug reporter for > 3 weeks. not repro on our side, close it.
