Issue descriptionChrome Canary: 58.0.3013.0 Mac with VoiceOver With VoiceOver, there appears to be an issue where as you press control option space to toggle a toggle button, it actually speaks the opposite of what it should -- VoiceOver says "select toggle button" and "unselect toggle button" reversed. I think this is broader than just in MD settings, but we need to figure out what's going on here. CCing Elly, as well.

hey Laura, I just tried this and the VO text seems to be what /pressing/ space, enter, or ctrl+alt+space WOULD DO. is that unexpected or wrong?

hey, so, trying again on canary with OSX 10.11.6 and Chrome 58.0.3026.0 (canary), I'm seeing "<label text> toggle button" when the toggle is off and "<label text> toggle button, selected" when the toggle is on. ChromeVox is similar (toggle button, selected)

Looks like there could be a flaky timing issue. The paper toggle button demo works 90% of the me but I got it to say the wrong thing every once in a while. https://www.webcomponents.org/element/PolymerElements/paper-toggle-button/demo/demo/index.html Is the button updating in a timeout? Either way this is probably a Polymer bug and not a Chrome bug
