a11y: Missing focus indication in side drawer

Issue description

 
Chrome Canary: 58.0.3013.0
Mac with keyboard-only 

When I open the side panel menu, I can't use just the arrow keys to navigate through and get clear focus indication. We need to ensure that the keyboard focused items are clearly visible.

i don't know about arrows, but I think hcarmona@ landed a patch very recently that makes the side nav way more keyboard friendly
Landed change to make all items tab focusable.

Up/Down isn't supported because it was very weird since there's 2 lists of items, and a button in between and another button at the end. See screenshot.

Using tab to switch between the items matches the History page.

I feel that not having up/down is working as intended

Can we close this as 'WontFix' or what should we do to make this more usable?

Current behavior:
Focus ring when tabbing. All items are in the tab order. Up/down not supported.
Status: WontFix (was: Assigned)
