For one example of where the focus could be improved when navigating with VoiceOver, if I click the import bookmarks button, a dialog opens. My focus is placed in the first dropdown menu, instead of at the page title. If we want to do this and keep focus going to the first actionable item (which is correct for keyboard-only users), perhaps we could at least announce the page title first to provide better context for where the user is. 

Also, once I exit this dialog, then my previous focus location is lost and I have to start over again. Would be better to remember where focus had been on the page before entering that dialog.
