App windows from 2nd profile not hidden when switching to 1st profile

Issue description

Chrome Version: 58.0.3007.0 (Official Build) dev (64-bit)
OS: 9280.0.0 (Official Build) dev-channel samus

What steps will reproduce the problem?
(1) Log in to 1st profile.
(2) Open system tray menu and log in to 2nd profile.
(3) Open the Files app while in the 2nd profile.
(4) Switch to the 1st profile.

What is the expected result?
All windows from the 2nd profile should be hidden and only windows from the 1st profile should be shown.

What happens instead?
Browser windows (and sites that open in new windows) are properly hidden but app windows (like Chrome Apps or the Files app) are shown.

This only happens when I open the app in the 2nd profile. Apps from the 1st profile are hidden correctly when switching.

I cannot reproduce it by just following the repro steps. On profile1's desktop, I have no window opened. On profile2's desktop, I have one browser window and one files app window opened. After switching back on profile1, there is still no window.

I am on tot 58.0.3020.0
Status: WontFix (was: Assigned)
I just set up another Chrome OS device with 58.0.3015.0 (latest canary) and can't reproduce there either. I will wait for the next dev-channel update and see if the issue is resolved on the machine were I originally reproduced the issue.
