tryserver.chromium.linux is clogged up

Takes minutes to load the pages, and bots are staying grey on trys. Also blocking chromium_presubmit:

This was going on yesterday as well. (Is there an existing bug for this?)

I think it's actually a dupe of issue 692708. Issue 692708 is about the CQ being clogged, while 692361 is about the cq waterfall page loading slowly.
