PLT.PT_BeginToCommit is used to calculate warning per million page load. However, since Feb 6th, this metric keeps on decreasing, which makes our dashboard not very reliable.
We can either switch to PageLoad.events in calculating MPL, or we can switch to Session.TotalDuration to estimate warning per chrome hour.

PageLoad.ParseTiming.NavigationToParseStart　seems more stable than Session.TotalDuration
crsb-dash is updated using PageLoad.ParseTiming.NavigationToParseStart
