DevTools: make it easier to close device mode

It's somewhat subtle how to close device mode.

I'd like to add an option to the device toolbar options (triple dot menu) to exit device mode.

chowse@ - can you create a design (e.g. phone icon with an X or a bg effect) that might make exiting device mode more obvious? Thanks.

Isn't the current method of clicking the icon easier?
