Chrome can't save page if URL is a file that's been deleted

Issue description

Chrome Version: 58.0.3004.3 (Official Build) dev (64-bit)
OS: Goobuntu

1. Create a temporary file say /tmp/blank.html
2. Open it in Chrome.
3. Delete the file.
4. Save the open page in Chrome to any directory.

The download bar will say that the download succeeded but chrome://downloads shows the original address of the file, file:///tmp/blank.html instead of the download location, and says that the file is deleted.

I encountered this when running pprof -weblist, which creates a temporary html file, and deletes it once chrome is loaded.
