If we hit the max size of symbols files, DbgSym stage of Chrome OS builds should fail

In <https://chromium-review.googlesource.com/c/442284/> you can see that we bumped up the maximum symbol size to 700 MB.

...before that change, the limit was 500 MB.  When symbols got bigger than 500 MB, no builds failed and nothing was red, but Crash Reports (reported on crash/) were nearly useless.

We shouldn't silently fail here.  As per Josafat suggestion, we should get a Red build failure message in the DbgSym stage of a build.
