Windows docked to the right or left get resize when switching users

Platform: 9000.82.0 (Official Build) stable-channel chell

Steps to reproduce the problem:
1. Dock a window to the right or left and keep it focused
2. Switch to another user
3. Switch back to the original user
4. 

What is the expected behavior?
The docked window should be the same size.

What went wrong?
The docked window resized and now goes past the bottom system bar.

Did this work before? N/A

CL is landed in m57. We don't do the merge for this. Shall we merge it to m56? The root cause seems not a regression, though.
