currently milo cannot do that because it read the properties from the annotations. This is problematic.

two approaches:

1. once  bug 692268  is fixed, milo can load buildbucket build and load properties from there
There may be other buildbucket build info that we want to load.

2. 
- swarmbucket isolates properties
- puts the hash to swarming tags
- milo loads the properties form isolate
- kitchen can load properties from isolate too, instead of command line
this approach would work for DM too
