after unlocking, all windows are on one desktop

I am logged in to two profiles on this chromebox, personal and corp.

When I unlocked the screen this morning it showed one desktop with windows from both accounts mixed together.

After ~30s while I was trying to file a bug, it crashed. There's no new entry in chrome://crashes.

I will send feedback too in case that catches anything.

I had another occurrence of this today in 

Version 57.0.2987.85 beta (64-bit)
Platform 9202.43.0 (Official Build) beta-channel panther
Firmware Google_Panther.4920.24.26

When I unlocked, a window from my personal desktop was on my corp desktop, with no badge.

Tentatively duplicating this into the offline drive bug because:
- the logs and described symptoms look like that bug
- it's affecting Googler's with a higher frequency than the general population

If you don't actually have offline drive enabled, feel free to undo the merge
