[Tabs from other devices] Sign in button UI changed

Not sure if this is intentional, but the sign-in button in the promo on the "Tabs from other devices" page got changed to no longer be blue. It looks kind of awkward to my eyes.

The attached screenshots are from Stable/Canary on Mac, respectively.

We had a bug which prevented some CSS from being loaded into the page, which should now be fixed.
