I believe IP is only shown if the device is auto-launching in kiosk mode and if health reporting is enabled. Is this the case?

Correct. Those LAN IP & WAN IP info will only be reported if there's an auto-launched kiosk app currently running on the device. The Admin Console UI can be improved, we can hide IP related labels in Admin Console if no kiosk app is set to auto launch.
