Startup traces generated from performance dashboard are empty |

Issue descriptionI clicked the "Trace" button to generate traces that could help me understand the perf improvement on https://chromeperf.appspot.com/report?sid=48cc42e9dea0f65a3563067d318de83a0658c17fb27ebb5d1bc7ff61f5bd5b0e&rev=440450 Traces were generated here: https://codereview.chromium.org/2694083003. Unfortunately, when I try to open them in chrome://tracing, I get an empty screen. It's strange because the trace files seem to contain events.
