Text does not appear proper.i.e appears chopped for Marathi language in wrench menu.

Issue description

Chrome Version: 58.0.3013.3 (Official Build) f3229ac11997e2b5fe740be8738c2ac80ab9f4c3-refs/branch-heads/3013@{#6} 32/64 bit.
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS).

What steps will reproduce the problem?
1.Launch chrome, go to chrome://settings and click on 'Show Advanced settings'.
2.From 'Language' section, change the browser language to 'Marathi' and restart the browser.
3.Click on Wrench menu and observe the text.

Actual:Text does not appear proper.i.e appears chopped.

Expected:Text should appear properly.

This is a Non-Regression issue sen from M-49(i.e 49.0.2565.0)

Able to reproduce the issue on Windows 7 Using chrome reported version-58.0.3013.3 , stable-56.0.2924.87 & latest Canary-58.0.3020.0.
Good-39.0.2166.0 -Revision-295932
Bad-39.0.2167.0 -Revision-296147
Bisect tool info as per the old bisect script as this issue broken in M39:

You are probably looking for a change made after 295999 (known good), but no later than 296009 (first known bad).
NOTE: There is a Blink roll in the range, you might also want to do a Blink bisect.

Unable to find the suspect from the above CL. Could anybody from dev team please look into this issue.
Note: Issue not observed on ubuntu14.04 & Mac 10.12.2

This  is not a localization bug. Can't confirm that it's still relevant to the current English UI.
