Unnecessary link preview at bottom left corner moves outside the browser window on mouse hover.

Issue description

Chrome Version: 58.0.3014.0 (Official Build) 6a7a139970ad3232c1efa03508df28b8a4883f1a-refs/heads/master@{#450840} (32/64-bit)
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, open NTP and click on 'Restore Down' button in top R.H.S.
2) Press Tab key such that focus is on first thumbnail.
2) Place the mouse cursor on the link preview at bottom left, move it in downward direction and observe.

On moving mouse in downward direction, link preview moves outside the window.

On moving mouse in downward direction, link preview should not move.

This is a Non-Regression issue seen from M-30 series (Chrome version: 30.0.1549.0)
