Regression: [DevTools] 'Main' and 'Start' buttons are misaligned under 'JavaScript Profiler' section.

Issue description

Chrome Version: 58.0.3013.3 (Official Build) f3229ac11997e2b5fe740be8738c2ac80ab9f4c3-refs/branch-heads/3013@{#6} 32/64 bit.
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, open DevTools window and click on 'Customize and control DevTools' icon to open menu list.
2. Hover the mouse pointer on 'More tools' option, select 'JavaScript Profiler' option and observe.

'Main' and 'Start' buttons are misaligned.
'Main' and 'Start' button should align properly.=

This is a regression issue, broken in M-58 series, below is manual regression range.

Good build: 58.0.3007.0
Bad build: 58.0.3008.0

Able to reproduce the issue on Windows7,Linux Ubuntu-14.04 & mac 10.12.2.

Able to reproduce this issue on Mac 10.12.3 with chrome canary #58.0.3020.0

I am not seeing any 'Target' dropdown present on the latest canary(58.0.3025.5) on Windows-10 and the scenario isn't applicable on the latest canary.

dchaubey@: Could you check the same from your end and confirm if the scenario is still applicable on the latest canary or not?

With response to comment #3: Retested the above issue on Windows-7 and Windows-10 machines using latest Canary 58.0.3025.5 (Official Build), It's still reproducible.

Somehow I am not seeing any dropdown on Window-10, chrome version: 58.0.3025.5(64 bit). Screen-cast attached for the same.

Still able to reproduce the issue on Mac 10.12.3 using latest chrome version 59.0.3048.0.

This is expected. When the viewport is narrow the button moves to the next line.
