Regression:"Clear All" option is not seen properly after resizing in chrome://downloads

Chrome Version:58.0.3014.0 (Official Build) 6a7a139970ad3232c1efa03508df28b8a4883f1a-refs/heads/master@{#450840}
OS: Mac(10.11.6, 10.12.1, 10.12), Windows(7,8,8.1,10), Linux (14.04 LTS)

Pr-condition:Please make sure there is at least one download record.

What steps will reproduce the problem?
(1)Launch chrome and navigate to "chrome://downloads/"
(2)Resize the browser window and Click on "More actions" menu.
(3)Observe the "More actions" options.(Kindly refer the video)

Actual result:"Clear All" option is not seen properly after step 2.i.e it appears to be chopped.

Expected result:"Clear All" option should be seen properly.

This is a Regression issue broken in M-58,will soon update other info.

Good build:58.0.2992.0
Bad build:58.0.2993.0

Note:Above issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build: 58.0.2992.0 (Revision: 445908).
Bad build: 58.0.2993.0 (Revision: 446204).

You are probably looking for a change made after 445925 (known good), but no later than 445926 (first known bad).
