Regression: [MD History] Unable to scroll down the page when Action menu is opened.

Issue description

Chrome Version: 58.0.3013.3 (Official Build) f3229ac11997e2b5fe740be8738c2ac80ab9f4c3-refs/branch-heads/3013@{#6} 32/64 bit.
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS).

Precondition: Navigates to 20-25 webpages such that vertical scroll bar appears on chrome://history page.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history page.
2. Click on any Actions icon to open menu list.
3. Try to scroll down the page by dragging the vertical scroll bar and observe.

Unable to scroll down the page.
Should be able to scroll down the page.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build: 57.0.2959.0
Bad build: 57.0.2960.0

You are probably looking for a change made after 440307 (known good), but no later than 440308 (first known bad).

This is the expected behavior. Action menus are modal, you have to close them before interacting with the rest of the page.
