when Chrome Home is enabled, there is a dead space at the top of the tab view

Issue descriptionSteps to reproduce the problem: enable Chrome Home and go to the tab view, there's a dead space at the top, above the tab cards (where the controls used to be) I guess someone forgot to move everything up? Screenshot attached (I put a red rectangle around the dead space) What is the expected behavior? What went wrong? see above Did this work before?
