If docked to the left and set to auto-hide, the shelf won't display in tablet mode

Reported by 77bela...@gmail.com, Feb 16 2017

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 9000.86.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.101 Safari/537.36
Platform: 9000.86.0 (Official Build) beta-channel kevin

Steps to reproduce the problem:
1. Set the shelf to auto-hide on the left.
2. Flip Chromebook around to tablet mode.
3. If you aren't on the desktop, the shelf doesn't appear, even when swiping across.

What is the expected behavior?
The shelf should snap into view.

What went wrong?
The shelf cannot be viewed.

Did this work before? N/A

Chrome version: 56.0.2924.101 Channel: n/a
OS Version: 9000.86.0
Flash Version: Shockwave Flash 24.0 r0

This is a pretty major usability issue in tablet mode, since I can't launch any apps or access the overview mode.

zork@ can someone on your team take a look. Agree that this is pretty serious and implies that we're missing a critical test case somewhere.

Sammie, could you take a look at this?
77belac77@ - I can't reproduce on my elm chromebook. Can you still reproduce it?

Just tried it now and it seems to be working fine at this point.

77belac77@ - Thanks! Setting as won't fix as seems like someone else got to it already.
