If docked to the left and set to auto-hide, the shelf won't display in tablet mode

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS aarch64 9000.86.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.101 Safari/537.36 Platform: 9000.86.0 (Official Build) beta-channel kevin Steps to reproduce the problem: 1. Set the shelf to auto-hide on the left. 2. Flip Chromebook around to tablet mode. 3. If you aren't on the desktop, the shelf doesn't appear, even when swiping across. What is the expected behavior? The shelf should snap into view. What went wrong? The shelf cannot be viewed. Did this work before? N/A Chrome version: 56.0.2924.101 Channel: n/a OS Version: 9000.86.0 Flash Version: Shockwave Flash 24.0 r0 This is a pretty major usability issue in tablet mode, since I can't launch any apps or access the overview mode.
