cros: change volume when scrolling on audio row/slider?

Issue description

In google play music, you can scroll on the audio icon (or the slider) to change the volume. I think it would be nice to copy that for either the audio row in particular or all sliders generally. I will note that Polymer's paper-slider does NOT appear to have this behavior.
 
I find this behavior to be a good idea in theory, way too prone to accident in practice. Not a fan. Trackpad is a bit too finicky for me to let it control something that impact my eardrums.

what about just on mouse wheel? (I'm not sure if we can tell the difference between track scroll and mouse wheel)

side note, I dislike trackpads in general. I've never figured out how to drag and drop more than a halfway across the screen with them since there's no way to pick up and move without letting go.
I have the same feeling for mouse wheel, especially for mice without scrolling "steps" or touch wheel (trackpad surface on mouse instead of actual wheel).
