Reboot on sign-out when TPM in defensive mode.

Project Member Reported by zalcorn@chromium.org, Feb 16 2017

Issue description

To prevent a state where a user can enter the correct password and having it silently fail due to TPM being in defensive mode, we should check whether the TPM is in defensive mode upon user sign-out and reboot the machine if it is.

Hey Rahul, is this achievable for M-59 or should we move to 60?

Let's move this to 60 since Jacob's plate is pretty full at the moment.

<triage> Moving to P3 and marking available due to lack of target milestone and activity, please update if this is a priority. </triage>
