Profile with theme shows 1px omnibox border in minimal UI popups |

Issue descriptionChrome 58.0.3004.3 OSX 10.12.3 What steps will reproduce the problem? (1) Use a profile with a theme. (2) Pop a Hangouts conversation into its own window. What is the expected result? Either the entire top bar is themed (like a normal window), or the entire top bar is gray. What happens instead? The omnibox is surrounded by a 1px border displaying the theme image. This makes for a very clumsy-looking double-highlighted omnibox. groby@, could you help triage?
