Standardize or remove window.clientInformation

It is an alias of navigator, window.clientInformation === window.navigator.

Chrome, Edge and Safari all have this alias, but Firefox does not.

Blink>HTML because HTML is where Window and Navigator are defined.

We should standardize this, because:

- Three browsers implement it (interoperably?)
- It is used: https://www.chromestatus.com/metrics/feature/timeline/popularity/695
- It's not a burden to keep it--LocalDOMWindow::clientInformation is just "return navigator();"
