TCPSocketWin should read RTT values and push them to Socket Watcher

Issue description

Currently, only the TCP Socket Posix reads the TCP RTT values from the sockets. TCPSocketWin should also be updated to read RTT values using appropriate calls provided by the operating system. The read values should then be pushed to the Socket Watcher.

Chrome's network quality estimator focused on Android to start, but it should really support all platforms.

We are using HTTP layer RTT for the NetInfo API. So, reducing the priority for this bug.

This needs to be done, but it's not a high priority for now.

Archiving since NQE now uses RTT from H2 pings as well as QUIC sockets. This seems low priority for now.
