Support hardware accelerated rendering of native android UI views in VR

Issue description

Currently hardware acceleration doesn't support a variety of drawing functions when rendering into a surface (see https://developer.android.com/guide/topics/graphics/hardware-accel.html#unsupported).

We'll need to disable all animations, and possibly other things?

This is still relevant, as we should be hardware accelerating the views we draw into surfaces, but we may or may not be able to do this until we get better platform support. The list of unsupported draw operations linked above is the blocker here - any views we try to accelerate can't use those operations.
