Security indicator is at incorrect location in RTL |

Issue descriptionApp Version: 57.0.2987.53 beta iOS Version: 10.3, 9.3.5 Device: iPad URL: any Precondition: Change iOS device language to RTL (Arabic/ Hebrew) Steps to reproduce: 1. Launch Google Chrome Beta 2. Navigate to any webpage Observed results: Text is displayed from left to right but the Security indicator is still displayed at the very end on omnibox. Note: After the bug fix http://crbug/624214, Text in Omnibox is always displayed in LTR. I recommend matching desktop and always keeping the security indicator icon on the left.

lgarron@ can you chat with pschaffner@ about this? Putting the security indicator (and all the other 'left view' indicators on the same side as the 'right view' would be a pretty big change, and would group all three or four icons together (mic, star, clear button as well) For example, what should it look like here (focused): https://screenshot.googleplex.com/VKpWLSj8EBE
