Standardize (or remove) MouseEvent#initMouseEvent arguments

This API has been deprecated in the spec https://w3c.github.io/uievents/#idl-interface-MouseEvent-initializers. We should try to match the spec.

I don't think we can deprecate this. The usage is likely far too high.

foolip@ what do you suggest we do with issues such as these? Do you want us to add metrics? Or just use our best judgement?

Summary: Standardize (or remove) MouseEvent#initMouseEvent arguments (was: Deprecate MouseEvent#initMouseEvent)
For this one I'm pretty sure that standardizing what's already implemented is the only way to go. Renamed and reopened to reflect that, and filed https://github.com/w3c/uievents/issues/136
