In the case where the initial PPD file download for a printer (both managed and non-managed users) is "slow", we need to inform the user.

As an initial approach, we can indicate this with a dialog pop-up containing a spinner -> Replace the current pop-up with a more UI friendly implementation.

Longer term, we should provide a dialog pop-up which indicates the % progress of the downloaded file.
