Syncing shelf items is taking a very long time on a new device (5 minutes or so)

Chrome Version       : 56.0.2924.87
OS Version: 9000.82.0

I added my account to a new Chromebook but only some of my shelf items actually were synced and I am not left with a weird state on both devices. After 5+ minutes, some more apps finally appeared in the shelf.

Some of those apps (not all) were ARC++ apps. We should figure out a way to at least see them so I am not left in this state

We've seen a few other reports of this, and in addition in  issue 693092  it looks like an app was synced with no icon

Is any report available for this. Log should tell more what happens. BTW, Is it public @gmail account?
