explore generalizing popup blocking UI for other interventions

We should do a focused rethink of UX for interventions, including pop-up blocking and how it all relates to Previews UX and badging UX. I don't think our current pop-up blocking is great. Also, the only ones we can do UX for are the ones where we confident users can understand the intervention and react appropriately.

I think Max has started thinking about this from a design perspective. Totally agree that there's a lot of value to be derived by re-examining all of these UIs holistically and coming up with new Chrome-wide patterns.
