BackgroundFetch should react to changes in service workers with running tasks. |

Issue descriptionThe BackgroundFetch system gives service workers a way to queue up tasks that will run beyond the lifetime of the service worker. However, if the service worker is uninstalled, the system should cancel any in-progress jobs and clean up any partially completed fetches. * This should also be applied to leaving an incognito session. * This should only happen if the service worker is uninstalled. If it is upgraded to a new version, the fetch should continue and deliver the event to the new version.
