Standardize StaticRange#collapsed |

Issue descriptionI didn't see a link to the spec for StaticRange.idl in Blink, and I couldn't find any spec. Should we file a spec change? I see both Blink and Gecko have StaticRange#collapsed. Should we try to standardize it?

Hi lunalu@, thanks for the report! I'm not aware that Gecko has implemented StaticRange and I cannot find through their code search, can you point me to where it is? Thanks!
