ContentShell seems to hide all mouse events during drag

0. Build ContentShell at ToT (which sends mouse events as mouse).
1. Open rbyers.github.io/eventTest.html, select MouseEvent in "Config"
2. Click & drag mouse.

What is the expected result?
We should see mousemove's during the drag.

What happens instead of that?
We don't see mousemove's during the drag.

Surprisingly, ChromePublic built from the same source works as expected.

Is this Android only or does this happen on desktop too? Who would be a good owner for this?

Just confirmed this bug doesn't happen on desktop.

I will assign it to myself but still keep it as "available" for anyone willing to look into it before me.
